1. What is happening at the State level with the budget, and how will this affect our local schools?

California 's financial crisis continues to be very problematic. The State has reduced per-pupil funding to 2005-2006 levels and has recently announced that California is $1 billion below projected revenues.


2. What does this mean for our schools?

The reduction in State funding and increased costs mean that Placentia-Yorba Linda Unified will have to cut another $15 million. This is on top of the more than $40 million in reductions that have been made over the past six years.


3. Will the PYLUSD have to cut $15 million this school year?

No. We are fortunate that the district has carefully managed its money and has maintained some modest reserves and carry over from the federal stimulus monies. This will allow the district to make the $15 million reduction over the next three years. The PYLUSD will need to cut on-going expenditures by $3 million in 2009-2010; $9 million in 2010-11; and $3 million in 2011-12.


4. How will the district resolve this budget deficit?

The Placentia-Yorba Linda Unified School District has not yet decided on any specific reductions. However, as a proactive measure, the school district is exploring ways to save and generate additional funding through a combination of measures. These measures include:

  • Mid-year Retirement Incentive to certificated non-management employees.
  • Streamlining programs and services.
  • Energy savings.
  • Categorical flexibility.
  • Employee Cost Reduction – Furlough days are a distinct possibility and will be the topic of negotiations with employee bargaining groups.


5. Would furlough days affect all employees?

Furlough days must be negotiated with each employee bargaining group. However, the district has a long-standing tradition of working together with our employee groups to provide equity in all matters involving compensation and benefits.

 
6. What cuts are planned?

The district has not made any decisions on cuts. Currently, the district is assessing its financial situation, examining the costs of all programs and services and commencing negotiations with employee associations.


7. What are the next steps?

All California school districts are experiencing the effects of the State's fiscal crisis and the cuts in funding to education. The PYLUSD will continue to closely monitor the State's fiscal condition for any possible changes, explore revenue-producing opportunities, begin negotiations with employee associations, and communicate with stakeholders.


8. Can the district use bond money to help during the State's financial mess?

No. Bond dollars may only be used to build and modernize schools.


9. Why is the district continuing to build facilities during a State fiscal crisis?

Construction projects are being funded through Measure Y and Measure A monies, redevelopment funds, state matching funds and developer fees that can only be used to build or renovate facilities.


10. What are the district's thoughts on fundraising to maintain staff during the crisis?

The school district is very grateful to have such a supportive community; however, funding staff is the district's responsibility. This also ensures equity among schools.


11. How can we help?

Reaching $15 million is not an easy task. However, the district is strong and capable, and we will get through this by working together in a collaborative and positive way.
