Baseline: 54.2% of English learners made progress toward proficiency on the Summative English Language Proficiency Assessment for California (ELPAC) in Spring 2023. This earned the District an overall “high” progress level for the ELPI. This percentage will serve as the baseline status and we will measure the change over time in future administrations of the Summative ELPAC. Description: ELs take the ELPAC exam to measure progress toward English language proficiency. The ELPAC has 4 levels. Accountability: The 4 ELPAC levels were divided into 6 ELPI levels to determine whether ELs made progress toward English language proficiency. In order to ensure that ELs make annual progress, they will receive English Language Development instruction from authorized teachers in all content areas. Parents/guardians are notified of their program options, placement, and progress toward meeting grade-level standards. |

Furthermore, All English Learners (N=2,363) scored 32.4 points below standard. When we disaggregate the Current English Learners (N=1,227) they scored 93.8 points below standard, and Current Reclassified English Learners (N=994) scored 36 points above standard. |

Baseline: The Reclassification rate for the 2021-2022 was 12.3% and 15.3 % for the 2022-2023 school year. As of January, we have reclassified a total of 234 students in K-12. For the summative ELPAC, 18.5 % of English Learners achieved a score of 4 and for the 2022-2023 school year, students scored at a rate of 20.1%. Description: Reclassification is the goal of the English Language Development program. The criteria to be reclassified include: 1. Assessment of language proficiency including the ELD test developed by the State, ELPAC. 2. Teacher evaluation, including a review of the student’s curriculum mastery 3. Parental opinion and consultation 4. Comparison of the performance of the students in basic skills. |
