Title IX Information
Overview
Title IX of the Education Amendments of 1972 (Title IX) is a federal civil rights law that prohibits discrimination on the basis of sex in all educational programs and activities that receive federal financial assistance. This includes protections for students, employees, applicants for employment, and members of the school community.
In addition to federal law, California law also prohibits discrimination based on sex, sexual orientation, gender identity, gender expression, pregnancy, and related conditions.
The Placentia-Yorba Linda Unified School District (PYLUSD) is committed to maintaining a safe, inclusive, and equitable educational environment free from sex-based discrimination and harassment.
Non-Discrimination Statement
PYLUSD does not discriminate on the basis of sex in any educational program or activity, including admission, employment, or educational opportunities, as required by Title IX and applicable state and federal law (PYLUSD Board Policy 0410).
What Is Covered Under Title IX
Title IX applies to a wide range of conduct and circumstances, including but not limited to:
- Sex-based discrimination
- Sexual harassment
- Sexual assault, dating violence, domestic violence, and stalking
- Unequal access to educational programs or activities, including athletics
- Discrimination related to pregnancy or parenting status
- Discrimination based on gender identity or sexual orientation

Your Rights Under Title IX
Members of the school community have the right to:
- Be free from discrimination and harassment based on sex
- Report concerns or file a complaint without fear of retaliation
- Receive a prompt and equitable response to reports
- Access supportive measures during and after a complaint process
- Have complaints handled in accordance with district policies and procedures
How to File a Title IX Complaint
PYLUSD has adopted specific Title IX complaint procedures that describe how reports of sex discrimination and sexual harassment are addressed. While Title IX complaints are investigated under the district’s Title IX Administrative Regulations, the Uniform Complaint Procedure (UCP) complaint form is used to initiate a complaint.
Filing a Complaint
Individuals who believe they have experienced or witnessed discrimination, harassment, intimidation, or bullying, including conduct covered under Title IX, may file a complaint as follows:

What Happens After a Complaint Is Filed
- Complaints are reviewed and investigated in accordance with the district’s Title IX Administrative Regulation.
- Supportive measures may be offered to involved parties as appropriate.
- Retaliation against any individual for filing a complaint or participating in an investigation is strictly prohibited.
Confidentiality and Retaliation
PYLUSD will respect the privacy of individuals involved in Title IX matters to the extent possible and consistent with legal requirements. Retaliation against any individual for reporting concerns, filing a complaint, or participating in a Title IX process is prohibited.
